One would have to know whether these staffers are busy to determine whether they are in access. Mrs. Obama appears to be more in the public than was Mrs. Bush. In fact, she’s constantly doing something, visiting schools, etc vs Mrs Bush who was seldom seen. That would make the need for staffers less if you aren’t doing anything.
